Energy Efficiency Pinches Highway Trust Fund

U.S. Transportation Department predicts that the Highway Trust Fund will be running a deficit as early as 2009. Consumers currently pay 18.3 cents per gallon of gas into the Fund. While higher construction costs and Congressional overspending are the main culprits, fuel-efficient vehicles also play a role. A Congressional panel is looking into solutions. All involve drivers paying more.
