Southern California rolls out a high-tech plan to catch polluting vehicles. Beginning in 2006, remote sensors and video cameras will scan streets for smoky clunkers.
Program will begin in Los Angeles, Orange, Riverside and San Bernardino counties
Offending drivers will be offered up to $500 free repairs to bring up to standards
Or South Coast District will offer owners $1K to scrap clunkers
Low-income owners could get up to $2K additional aid to replace older cars
